New Zealand Petroleum and Minerals is the agency that leads and actively manages the New Zealand government's petroleum and minerals portfolio.

New Zealand Permit Types

NZP&M issues three current types of minerals permit under the Crown Minerals Act 1991:

  • Prospecting Permit
  • Exploration Permit
  • Mining Permit

Permits are classified as Tier 1, Tier 2 or Tier 3 according to scale, risk and impact. Tier 3 applies to qualifying small-scale gold mining. Gold fossicking areas allow recreational fossicking without a permit subject to the applicable rules. Historical licences may still appear in records but are not current application types.
